Assignment
The general objective of the Technical Assistance was to strengthen EDM's capacity in electricity network planning, e.g. in sequencing the electricity network development in order to contribute to poverty reduction and improve the quality of life of populations by providing reliable and economic access to electricity through grid reinforcement and densification in urban areas and previously electrified area, and extension to areas without grid supply, mainly in rural areas. The specific objective was to support EDM in updating the network development Master Plan and prepare an investment plan for EDM to seek funding.
Solution
Norconsult, in association with its international and local partners, set up a team of experts – including engineers, environmentalists and social scientists, and economists to work closely with EDM’s staff during the project period. A number of local staff was also engaged on short-term contracts with the Consultant’s team with the aim of transferring knowledge to staff that at the end of the study period would be transferred to EDM and/or relevant government ministries. A number of workshops were covered throughout the project period ensuring the Client and its staff could provide relevant information and viewpoints throughout the data collection and project execution period. Workshops for dissemination of preliminary findings and final results were also part of the assignment. Close cooperation between Norconsult staff and counterpart personnel as well as extensive training periods also ensured exchange of data and information and provided a forum for exchange of ideas and how best to approach the study.
